Born in Nathalia, Victoria, Mervyn grew up at Yielima, near Nathalia. His parents were Charles and Olive Brown. Following his marriage to Gwen Currie, he moved to the Birchip district.

Following his military service, Mervyn remained actively involved in the local community, serving as secretary of the Birchip RSL for approximately 13 years.
